"Hey folks, just got word from a friend living in Russia that their web browsing just got a whole lot easier. Apparently, some clever devs have managed to set up a list of top autocomplete sites that can help them bypass some of the country's notorious online censorship. Anyone else heard about this or know the details?"

Not sure what the hype is about. Russian autocompletes have been a thing since 2018, not exactly new news. Also, I'm pretty sure some of those sites are actually trackers in disguise.
