idk what the OP is talking about lol, sounds like some Russian keyboard thingy. Anyone know if it's some kind of plugin or built-in functionality in a Linux distro? Not familiar with it, help me out

I think you're referring to the Russian AutoComplete dataset. If I recall, it was released on the GitHub repository. Anyone know if it's been updated since its initial release?
