"Disputed ETH Transaction: Can the ArbNet Really Help?"

Just had the craziest thing happen to me - I tried sending a small amount of ETH to a friend, but the transaction got disputed and is now stuck in limbo (like 5 hours ago, still processing...). Heard of this ArbNet thingy that's supposed to help resolve issues like this, but has anyone actually used it with success?
